Trump’s New Executive Order Requires Mandatory Alien Registration

President Trump signed an executive order called “Protecting the American People Against Invasion.” This order directs the Department of Homeland Security (DHS) to ensure non-citizens follow the mandatory registration rules under the Immigration and Nationality Act. Those who fail to comply will face penalties. 

The rule applies to non-citizens aged 14 or older who have been in the U.S. for 30 days or more without registering or being fingerprinted. Parents are required to ensure children under 14 are registered.

Once registered and fingerprinted (unless exempt), DHS will issue proof of registration. Non-citizens over 18 must carry this proof at all times. Those not following these rules may face legal penalties, including fines. 

While most non-citizens in the U.S. are already registered, the government is now offering a new system for those who haven’t been able to register yet. However, registration does not change immigration status or grant permission to work or other rights under U.S. law.

The new registration rule applies to anyone 14 or older who has stayed in the U.S. for 30 days or more without registering, as well as parents or guardians who must register children under 14. 

Those not registered include people who entered without inspection, Canadian visitors without registration evidence, and those who applied for certain benefits without registering. The registration process started on Feb. 25, 2025. Aliens required to register must create a USCIS online account to complete the registration process.
