DHS Removes Romania from Visa Waiver Program

In a significant policy reversal, the U.S. Department of Homeland Security (DHS) has announced that Romanian citizens will once again need to apply for a visa before traveling to the United States. This decision overturns a January 2025 move by the Biden administration, which had granted Romania entry into the Visa Waiver Program (VWP).

The change reflects the Trump administration’s broader focus on stricter immigration controls and reevaluating security measures tied to legal entry pathways.

What Is the Visa Waiver Program (VWP)?

The Visa Waiver Program allows citizens from select countries to visit the U.S. for tourism or business for up to 90 days without obtaining a visa. Instead, travelers apply for entry through the Electronic System for Travel Authorization (ESTA), which offers a faster, simplified alternative to the traditional visa application process.

To qualify, participating countries must meet strict security, data-sharing, and border control standards.

Why Romania Was Removed from the Visa Waiver Program

Romania had just been approved for the VWP in January 2025, following years of efforts to meet program requirements. The rollout was scheduled for March 31, 2025.

However, in March, the Trump administration temporarily halted implementation to reassess the decision. After conducting a security review, DHS—working closely with the Department of State—officially rescinded Romania’s VWP designation. The change takes effect immediately.

While specific concerns were not publicly detailed, DHS cited general security and program integrity issues as reasons for the decision. Officials emphasized that all VWP countries must continue to meet the program’s rigorous standards.

The door isn’t entirely closed. DHS noted that Romania could be reconsidered for VWP status in the future if it addresses the necessary criteria.

Visa-free travel is no longer an option.
You’ll now need to apply for a B-1/B-2 visitor visa to enter the U.S. for tourism or business.

  • Attending an in-person interview at a U.S. embassy or consulate

Already approved ESTA authorizations for Romanian citizens are now invalid. Moreover, If you already hold a valid B-1/B-2 visa, you can continue using it for travel.
