Following implementing a temporary international student cap earlier in 2024, the Canadian government has announced the methodology for calculating the cap and distributing allocations among provinces and territories. Designed to maintain a “net-zero” impact, the cap aims to balance the number of incoming international students with those whose permits are set to expire in the same year. Approximately 606,000 study permit applications are expected, with around 236,000 approvals under the cap. Exceptions, including primary/secondary level, master’s, and Ph.D. students, will also be adjudicated. Allocations across provinces and territories will primarily be based on population share, with minor adjustments.
